Town Hall
The town hall sits in the middle of the Town Center and takes on new members. If you have just walked into the city and want to make it official, this is the door.
Recruitment is the main business. Staff take newcomers through what the city is, what the organizations do and where to start, then get them on the books. Most people in HabSociety came through this building first.
The rest of it is the administration the city runs on: records, permissions, and whatever the other organizations need signed off. Quiet work, and everybody passes through it eventually.
