High Rise Apartments
The high rise on North Street is the city's housing. Buy an apartment and you have an address, a door and somewhere that is yours.
Apartments are bought, not handed out. Once one is yours it is where your character actually lives, and that changes how you play: you have neighbours, a lobby, and somebody who notices what time you came in.
The building runs on staff. Someone shows the flats, someone handles the paperwork, and someone keeps the place standing.
